    The anime's MC has green hair. He has some sort of psychic ability. He received a picture of a girl, wearing teddy bear panties. He wants to find out who that person in the photo was, so, he goes around his.. School? I forgot, it was a few years ago. anyways he goes around his school, and uses his psychic abilities to flip the skirts of random females, in order to find the person who was wearing teddy bear panties. That's all I can remember.
