Sightseer

I remember that the opening had a point where it would freeze for 3 seconds with 2 characters on screen. I also remember a scene with the main character and his rival(?) talking about a rumour of powerful fire type monster. It was on netflix, early 2010's/late 2000's quality. Group of main characters wore dark green and blue mainly, although I could be wrong.
