Chobits Ending

Just finished watching Chobits and I am confused about the ending. So Chi and Hideki confess to each other and that prompts a program to connect Chi to every other persocom. But what does that program actually do? Was it intended to destroy the persocoms? And why did Chi feel like she needed to shut herself off (making Freya take over)? I may be completely wrong but does the "there are some things persocoms cannot do" imply that Chi could never have Hideki's child or something like that? I am just confused. Help appreciated.
