Help finding title of movie i watched a while back.

Hi all, first post, just looking for some help, i saw this anime movie many years ago on youtube and i realllllly cannot find what it was called (want to show my girlfriend). Any help is really appreciated, i tried searching for a good half hour with no leads. This is what i can remember - 

- There was sword play involved.

- The first 15 mins of the movie had a fight scene that was in the rain, i think anyway. I remember it being wet, and maybe in a swampy area too. It was the main character fighting a villian (not the main villain but this enemy is seen again later on. 

- Theres a big city controlled by the main villain, i think he may be the main characters brother. 

- Can recall a part of the movie were the main character gets help from the female (love interest?) Through a secret tunnel that leads into said city. 

- The main villain was projected on big TV's/screens inside his city.

-This i remeber clearly, the main character takes an elevator ride up the main building in said city to have a faceoff with the main villain at the end on the top floor. 

- It was defiantly made in the 80s/90s. 

- Came up as a recommendation on youtube after watching either sword of the stranger or ninja scroll. 

 

Some of those memories are clouded and what i think i remember in any of those bullet points may not be true, thats just how i recall it.
