Shoya was even betrayed and abandoned by Naoka Ueno in the end. Still, Naoka Ueno continued bullying Shouko Nishimiya. But let's just say that in an alternate timeline, Shouko Nishimiya developed into an vengeful self-respecting prideful tough girl who fully believed that she was wronged and bullied in elementary by everyone and that she had no fault during that hellish time. She also extremely hates the fact that Naoka Ueno continues bullying her even after elementary. What's obvious though is that she loves Shoya Ishida now due to him being a changed person. In this alternate timeline, Shouko doesn't let anyone walk all over her and will actually beat up and fight those that try to make an enemy of her including males. So when Naoka keeps on bullying her, Shouko responds by trash talking, revealing the insecurities of, and throwing profanities against Naoka and then proceed to beat up Naoka. Shouko took it even further by studying karate, judo, kendo, and jiu-jitsu so she can better beat up Naoka and all her other enemies. As for Shoya Ishida, he was madly in love and obsessed with Shouko Nishimiya which resulted in Shouko deeply influencing Shoya into believing that any person who wronged others should be brutally punished. What I am saying is that in this alternate timeline, Shouko is a very hateful and vengeful person especially to the ones that bullied her except Shoya. Then Shoya and Shouko got info about and also access to Jigoku Shoujo and her Hell Correspondence website. As a result, Shoya and Shouko decided to use Hell Girl's services against those who they believe have wronged them. This means that since it's two people(Shouko and Shoya) who will pull the strings of infernal vengeance, there are two people that will go to Hell but Enma Ai also told that Shouko and Shoya will also go to Hell themselves in order to pay for such acts of vengeance. Still, Shoya and Shouko didn't care because they are more obsessed with punishing the ones they believe have wronged them rather than what awaits them(Shouko and Shoya) after they die. So firstly, if you are Shouko during this alternate timeline, who from the Koe no Katachi universe will you use Hell Girl against? And secondly, if you are Shoya during this alternate timeline, who in the Koe no Katachi universe will you use Hell Girl against? In Shoya's case, you can't choose the person that Shouko already sent to Hell. Pick another victim.
