I liked Shippuden better only because of the "action" that happened, but generally I liked the first part better because that's where the character development of Shippuden came from. All of the characters Naruto and the others interacted with in the first part made an appearance in Shippuden (such as the reanimation) as well. Everything fell into place relatively well.
