Please help me find an old anime

Hi everyone, I am trying to find an old anime but I just can't manage this task. I will try to describe as detailed as possible what I remember, maybe someone can help.

1. As far as I remember, the main characters were three female police officers. They were either police or part of a special unit, something like that.
2. The anime is not new, definitely before 2012-2013, no later.
3. It was a multi-episode series, not a full-length movie, if I'm not mistaken.
4. At the end, there was a plot twist where some evil enemies appeared for these three girls, trying to overthrow them. It seemed like the evil girls were also police officers and they were on drugs to become super strong, but in the end, the good side still won somehow.
5. There was nothing particularly supernatural—no monsters or special powers.

I’m thinking maybe Burn-Up Scramble (12 ep tv series)

Though it could also be the older alternate versions Burn-Up W (4 ep OVA) or Burn-up Excess (13 ep tv series)

hopefully the images will help with identifying (they’re all pretty fanservice heavy)
