I suspect most society doesn't want anyone to be wise and useful intellectuals are often mistaken as wise. So if society is mostly institutional dogma, political husks, and intellectuals, then anyone who is genuinely wise might be unbeatable but not in power. But in reasoning.

I think the implication is that truly wise people don't take a job where they are responsible for everybody else. It never really works out.

Yes, although i doubt responsibility to others should be naturally gone. It is the preceded generation that makes new ones not interested, and the older generation is trying to make new one responsible by force, threats, coercion etc. Its like a cinema hall where all doors can be open from outside , and when fire inside happens, everyone panics and trying to open the door by pushing out of compulsion.
