Ah, it means that the cable will only work one way. As an example I have a PC in my living room that uses my TV as a monitor, so I can watch CR in comfort, the cable attached to it will send a signal from my PC's VGA port to the TV's HDMI port, but it can't be used the other way round. I couldn't use it to send a signal from the PC's HDMI port to the TV's VGA port. (yes, my TV really does have a VGA port, but the picture quality using it is rubbish!)
