idk if you're still looking but going off animedragons answer and doing a little more digging it appears to be Honne Nohotoke from infinite stratos :3

@fluffybug Good job on finding it. I remember searching for the answer when it was first requested but couldn’t find it. My mistake was thinking the ribbons/hairclips were some sort of horns or antennae 

Whether or not @lunalee1294 is still looking or will ever be back to see the response though …
