If you are meaning here on this site, then you just go to the top bar where it says "Forum, Clubs, Blogs, Activity" and click on "Blogs". 
After that in the top right section you'll see "Create a new blog". You'll click that and then go through the steps of naming it, adding a description, etc. 
Then you'll be able to start posting entries into it.

I stumbled on this thread while looking for something else, but I figured I would share my experience in case it helps.

When I started my own blog, I used The Blog Starter guide to set up a WordPress site in about 20 minutes.

It walks you through everything step by step, and you do not need any technical skills. You could write about anime, share your insights, and build your own audience over time. Just thought I would leave this here.
