While I believe anime is diverse enough that everyone can find something they enjoy, I don’t believe there is any singular title that will appeal to everyone. Also, romance isn’t really my forte. With the caveats out of the way my top 3 romance anime are: Fruits Basket (2019-21 version) • Kaguya-sama: Love is War • Insomniacs After School. I may post an additional 2 after having more time to think.

If you're looking for general-audience stuff to use to introduce normies to anime then you might try things like Kimi ni Todoke or Toradora!, though those are a bit too diabetes-inducing for my tastes, especially KnT.
